How small can I go?

96-128 kbps sounds fine for most music; 64 kbps suits voice notes and podcasts. Below that, artifacts get audible.

Why didn't my file shrink much?

It was probably already a low-bitrate MP3 - compressing below the original bitrate is the only way to save space.
